HJR1/SJR2 were resolutions passed by members of Ohio's General Assembly that placed Issue 1 on the August special election ballot. The resolutions proposed changing the threshold for passage of a Constitutional Amendment to 60% and making it more difficult to place an amendment on the ballot for consideration.
