Term limits are having an effect on the way Ohio politicians use their campaign money. That's one of the finding of a new study by Ohio Citizen Action. In an interview with Ohio Public Radio's Jo Ingles, Citizen Action's Catherine Turcer explains the group's findings. Tercer says the effects of campaign finance reforms passed in 1995 have not been adequately studied. She says a committee that was supposed to monitor the changes has met only one time during the past seven years.
