In recognition of her unwavering devotion to the manifestation and protection of our inalienable rights as citizens of the United States of America.

In recognition of her dedicated services as legislative director for Ohio Citizen Action, where her efforts to persuade the legislative passage of full disclosure in the political arena were instrumental in creating more robust campaign finance laws.

In recognition of her diligence in protecting the interests of all Ohioans within the public square, where her voice resonates strongly throughout the branches of government;

I salute her tireless advocacy of the citizens of Ohio; her commitment to fairness and desire for equality;

It is with deep admiration, honor and appreciation that I, J. Kenneth Blackwell, Ohio Secretary of State, bestow upon Catherine Turcer this Spirit of Democracy Award.
