Dear Frank,

As discussed with Joy and John on our conference call last week, we have recently conducted a public records request visit to Logan and learned about an incident that occurred at Eramet on Monday, May 12th.  We've seen photos and some email correspondence between OEPA and John Hughes pertaining to abnormally heavy emissions escaping the plant into the surrounding air.  At the time of the correspondence, Mr. Hughes stated that the timing of the photos eliminates the possibility that the dust cloud is related to tapping or casting. This would suggest that it is not subject to exemption from your Title V air permit, as tapping and casting emissions are.

We have several questions:

• What was the source and composition of the cloud depicted in the photos?
• What is the status of your internal investigation?
• What actions have you taken to prevent a recurrence of this incident?
• Why was neither the public nor OEPA informed by you?
