November 24, 2002 Todd Schneider Dear Mr. Schneider: I am writing in response to a statement you made that was reported in the Cleveland Plain Dealer on November 21, 2002. You indicated that FirstEnergy is interested in "holding a public forum to respond to community concerns," about Davis-Besse, but that such a meeting wouldn’t take place until after the plant restarts because, "We’re pretty busy now." Given that the community questions about the condition of Davis-Besse are focused on whether the plant should ever go back online, I’m sure you can understand the importance of having the community meeting before the end of the year. Because so many FirstEnergy Nuclear Operating Company employees are putting in such long hours, I can appreciate your predicament on when to fit in a public meeting. I have a couple of solutions to your a dilemma: On December 10, the Nuclear Regulatory Commission has scheduled two meetings at Camp Perry. Both sessions are open to the public and have an opportunity for Q & A. Since you and other senior Operating Company employees will already be at these meetings, you could simply make yourselves available to respond to questions during one or both of the Q & A sessions. I trust the U.S. Nuclear Regulatory Commission would be happy to share this time slot with you. Setting up a public meeting involves securing a location, notifying the public, and ensuring that Operating Company management can attend to answer questions. While I too am busy, I think your idea of holding a meeting for Operating Company to answer community questions is an excellent idea. Feel free to contact me if you have questions or would like to discuss this matter further. Regards,Amy K.
