How much higher will any further delays drive the cost? All major cost components of building and running this plant have been rising since February. In an October 2008 communication to its members, AMP-Ohio said it would not be going into the bond market until “at least a year from now.” This means that the new timetable is at least six months behind the timetable in the January 2008 R.W. Beck feasibility study, which showed the final notice to proceed being given in April 2009. What impact will this six month delay, or further delays, have on the cost? In May 2008, AMP-Ohio said the following in an email sent to its member communities: “Obviously, if at some point in time we see that cost escalations are making the project less attractive from a financial point of view, AMP-Ohio or the participants’ committee will recommend not moving forward.” How high is too high?
