Storage silo emissions Shelly Westerville Asphalt Plant #91 9:30 PM, Wednesday, December 8, 2004 Photos by Bob Hoak, Citizens for Clean Air, Westerville Shelly Asphalt officials told neighbors they installed lights on top of the silos last spring to keep workers safe in the dark. Shelly has not turned the lights on in the last month. Had the lights been on, it would have been much easier to see the emissions. It was easy to smell the emissions, however, four miles away at the Polaris Mall. In the photo immediately above, the emissions are coming from the mixing barrel, which is not visible.
