Notes

1. 'Education Fund' refers to the Ohio Citizen Action Education Fund. The Internal Revenue Service has recognized the Education Fund as a 501(c)(3) organization, with 501(h) election. As such, up to 25% of its spending can go to grassroots lobbying. The Education Fund contributions, detailed above, constituted 14.6% of total spending.

2. There are no restrictions on how much a 501(C)(4) organization like Ohio Citizen Action can spend on lobbying.

3. 'Independent expenditures' are uncoordinated support for a campaign. Ohio Citizen Action wrote, produced, and distributed fliers supporting the ballot measure.

4. 'Direct contributions' are contributions given to a campaign. They can be monetary or in-kind. Ohio Citizen Action also distributed literature written and produced by the Reform Ohio Now campaign committee.
